POSITION SUMMARY

Assists with p rograms and administers all resources and functions of Streets and Parks Divisions within the Bureau of Operations in the Department of Public Works.

Qualifying Requirements :

Your City of Pittsburgh application will be reviewed, and your work experience and education/training will be evaluated to determine if you meet the qualifying eligibility requirements listed below for this position. You will be sent an eligibility letter regarding your eligible/ineligible status.

+ WORK EXPERIENCE: The application must clearly show four (4) years of full-time experience in Park and/or Street Operations and Maintenance. Two (2) years of this experience must be in a supervisory capacity. (Less than full-time experience will be calculated on a pro-rated basis.)

+ EDUCATION/TRAINING: The application must clearly show a high school diploma or GED Equivalency.

+ EQUIVALENCY: None permitted for this position. Therefore, no education/training and/or work experience may be substituted toward the qualifying requirements listed above.

CIVIL SERVICE EXAMINATIONS

If you meet the qualifying requirements listed above, you will be sent a letter of admission (when applicable) for the following examination(s). You must pass the written and/or performance examination(s) in order to have your name placed on the official Civil Service eligibility list for this position. Candidates who receive job offers must pass a medical examination (when applicable) prior to start date.

POSITION DUTIES

+ Plans and administers all resources and functions of Streets and Parks Divisions within the Bureau of Operations (e.g., streets, parks, trails, sewers, equipment repair, trees and construction).

+ Administers the planning and implementation of various maintenance programs (e.g., pothole patching, park maintenance, trees, snow and ice control, street sweeping, stormwater management, walls and steps).

+ Supervises assigned personnel; evaluates work; recommends and implements approved disciplinary and/or corrective action; provides training and/or technical assistance as requested or required .

+ Manages and implements Best Management Practices (BMP’s) related to sustainability programs ( i.e. Stormwater, Energy, Fueling, Equipment, etc.) related to street and park maintenance and construction projects.

+ Participates in the preparation of the Departmental Operating and Capital budgets.

+ Participates in the contract reviews relative to the purchase of commodities/equipment and/or securing services/repairs/rentals used in maintenance and construction operations and projects.

+ Meets with community groups, organizations and/or residents to resolve problems and issues and coordinates volunteer projects related to right-of-ways and/or parks.

+ Maintains records and prepares accurate reports, correspondence, etc.

+ Plans, develops, directs, coordinates, organizes and controls the materials, equipment and personnel under jurisdiction toward the effective, efficient and economical attainment of program goals, including maximum convenience to the public and safety of employees.

+ Manages area of responsibility in strict accordance with applicable laws, regulations and established policy including union agreements to ensure fair and standardized treatment of employees.

+ Performs such other related tasks and duties that are assigned or required .
